The background has obviously been Mosaic blurred and with a hint of motion blur I presume? The grass blades dangling above the block give it that Relaxed feeling to the image which I quite enjoy.
The clock itself is a beauty and the symbols on it and around it are quite fabulous. However the lower part of the clock shouldn't have been blurred as it takes away a little attraction of the image.
The details are simple yet somewhat perfect.
Once again a Good job, keep on improving. Place your text in a better place next time so that we can enjoy a better view of the image.
